The Libyan Technology Foundation is a non-profit civil organization, registered with the Civil Society Commission. The foundation was established for noble purposes, including raising technological awareness, supporting the development of the telecommunications and information technology sector in Libya, and promoting institutional and societal digital transformation. It leverages all available local resources and Libyan expertise to build a better society and enable Libyan citizens to benefit from modern and innovative digital services while keeping pace with the rapid advancements in the world of technology.

The Libyan Technology Foundation was established on August 25, 2020.

Providing technology and facilitating access to it.

The goals of the Libyan Technology Foundation are:

• Contributing to the development of legislation, including laws, regulations, guides, and decisions, for comprehensive digital transformation.
• Raising awareness about technology, information security, combating cybercrime, and related legislation.
• Preparing reports and evaluations to assess the work of government institutions, public and private companies, organizations, and the community as a whole, and conducting studies on future laws related to technology and digital transformation projects.
• Supporting the tech community and its various entities and gatherings within the framework of the law and the foundation’s statutes.
• Localizing and supporting the integration of technology into various services, including education, health, banking, transportation, etc.
• Organizing tech events and activities across the country, celebrating National Technology Day, and other similar events.
• Documenting tech milestones in Libya and promoting digital blogging and journalism.
• Bridging cooperation between the tech community and the public on one side, and governments, public and private companies, and governmental institutions on the other.
• Supporting civil society organizations with available free and paid technologies.
• Establishing pioneering tech projects and enhancing the role of technology in Libya.

The Libyan Technology Foundation faces several key challenges due to its non-profit status. Among these challenges, a major issue is the lack of understanding within the community about the role of civil society. Additionally, there are difficulties in collaborating with some institutions, which impacts the effectiveness of cooperation and partnerships.

In terms of funding, the foundation relies on various sources such as government support, private sector support, membership fees, and fees for the services it provides. This diversity in funding sources can be challenging for ensuring financial sustainability and achieving future goals, especially amidst economic and political changes that may affect the availability of these resources.

Ensuring continued support and achieving long-term goals is another difficulty, given the potential fluctuations in economic and political conditions that may directly impact the foundation’s funding and support sources.

The Libyan Technology Foundation offers a range of services aimed at enhancing technology and innovation in Libya. These services include:

• Training and Development: Providing training programs and workshops to improve skills in technology and information fields.
• Technical Support and Consulting: Offering technical support and consulting services to individuals and institutions across various technology areas, as well as consulting for new projects and initiatives.
• Stakeholder Engagement: Connecting stakeholders and raising awareness within the tech community.
• Support for Civil Society Organizations: Assisting civil society organizations with available technologies.
• Event Organization: Participating in and organizing tech events.
• Policy Development: Developing policies that enhance the role of technology in society.

From a project perspective, the foundation is committed to continuously celebrating National Information Technology Day and is also working concurrently on organizing a Developers Summit. In addition, the foundation is implementing an internship training project and preparing policies.

The foundation strives for sustainability by developing comprehensive strategic plans that clearly outline its vision, goals, and priorities. It simultaneously works on building the capacities of its national staff through continuous training programs and diversifying its funding sources to include government and private support, as well as revenue from services. The foundation also employs advanced mechanisms for performance review and evaluation to ensure goal achievement and adaptability to ongoing changes, which contributes to achieving tangible results and making a positive impact for all stakeholders.

The Board of Trustees announces the opening for nominations to the new Board of Directors 180 days before the current board’s term ends and closes the nominations 90 days before the end of the term. The names of the nominees are submitted to the commission within a week of the closing of nominations, and the list is posted at the foundation’s headquarters or on its website for at least 15 days. The Board of Trustees elects the new members in a regular meeting and informs the commission of their names within 15 days of the election. Subsequently, the Board of Directors holds a meeting to elect the Chairman, Vice Chairman, and Financial Supervisor in the presence of a commission representative. Candidates for these positions must demonstrate leadership, appropriate academic qualifications, experience in the field, familiarity with the foundation’s goals, financial and accounting expertise, and good relationships with relevant parties.

The relationship between the foundation and government entities is integrative and collaborative. The foundation is committed to non-profit reform and partnership, meaning it works to achieve shared goals without seeking to make a profit from these partnerships.
