This report outlines what the Libyan Organization for Information and Communication Technology accomplished and the activities it participated in from 01/01/2022 until 31/12/2022.

Key Achievements of the Organization in 2022

  • Represented Libya in four different forums in four Arab and foreign countries: Egypt, Tunisia, Malaysia, and Ethiopia.
  • Prepared for the National Day of Information Technology on June 1, organizing activities and events, and supporting its revival in various ways: technically, administratively, financially, marketing-wise, and morally, across more than 84 sites distributed in 20 Libyan cities.
  • Submitted a draft license for postal addressing to the General Authority for Communications and Information Technology, which was approved in July.
  • The Libyan Organization for Information and Communication Technology was accredited in July to be an educational institution for Cisco Networking Academy programs and academic courses.
  • Contributed to preparing content for Taqnya Expo 2022, held at the Tripoli International Fair, and participated with a booth over four days from November 14–17, 2022.

Internal Achievements and Activities

  • Began work on institutional building of the organization.
  • Equipped its office in the Zawiyat al-Dahmani area in April.
  • Redesigned its website.
  • Opened an account at Al-Nuran Bank in May.
  • Approved the annual budget and final accounts for 2020–2021.
  • Held the annual General Assembly meeting on June 4, 2022, during which the Board of Directors was restructured.
  • Held an extraordinary General Assembly meeting on June 18 to amend the statute and add internal regulatory provisions.
  • Renewed its registration for the third consecutive year on August 9.
  • Organized a meeting between project managers and the Board of Directors on December 17 to discuss projects, budgets, and ideas for 2023.
  • Proposed drafts of internal regulations, such as the internal regulation, financial regulation, membership regulation, and project regulation.
  • Redesigned its website again with the assistance and support of Al-Ankaboot Al-Libi Company.
  • Submitted its reports and documents fully and in compliance with all requirements to the Civil Society Commission for updating.

Memberships Obtained

  • Renewed its membership in the Internet Society, granting it voting rights and influence in the global Internet community.

Reports Prepared

  • Prepared a report on electronic voting for the Youth Parliament elections on June 12, based on monitoring results, in cooperation with the General Information Authority and the Ministry of Youth.
  • Prepared a set of reports on the national domain and referred them to the Telecommunications Holding Company.
  • The Libyan Information Security Center (a subsidiary of the organization) submitted more than ten reports on security vulnerabilities in some state institutions and their websites after agreements with these institutions.

Social Responsibility

  • Activated Google Workspace for Education services for schools, provided by Google and Al-Ankaboot Al-Libi Company.
  • Supported the establishment of several local organizations across Libya.

Support for Civil Society Organizations

  • Supported the Libyan Legal Complex in February–March 2022 by:
    • Collecting legislation and the Official Gazette, searching for laws and references for archiving to make them available to the public.
    • Delivering all agreements signed by Libya with the Arab League.
    • Sending more than 1,500 decisions and laws electronically in PDF format, collected from old and unavailable references.
    • Purchasing legal references worth 800 LYD.
    • Purchasing the Libyan Legislation Encyclopedia.
  • Supported the establishment of the Muscular Dystrophy Association technically, by reserving a domain name and providing hosting space from Al-Ankaboot Al-Libi Company.
  • Designed the website for the From Land to Sea Organization.
  • Contributed to the establishment procedures of the Zawiya Organization.
  • Founded the Internet Society Association and submitted it to the global Internet Society to obtain a local chapter.
  • Provided dozens of websites under the national domain free of charge in cooperation with Al-Ankaboot Al-Libi Company.
  • Provided dozens of free hosting services in cooperation with Al-Ankaboot Al-Libi Company, valued at about 3,200 LYD.
  • Provided Microsoft 365 Business Support Services, offered free by Microsoft, valued at $27,000 per organization, including:
    • 300 Business Basic accounts.
    • 10 Business Premium accounts.
