This report outlines what the Libyan Organization for Information and Communication Technology accomplished and the activities it participated in from 01/01/2023 until 31/12/2023, with documentation and clarification of the in-kind and financial support it received.

Key Achievements of the Organization in 2023

  • Issued a fatwa from the Libyan Dar Al-Ifta on 05/February/2023 – Fatwa No. (5101), regarding the prohibition of possessing signal boosters that act as jammers.

Internal Achievements and Activities

  • Equipped the organization’s headquarters with alternative energy and established a SMART office, supported by Riwaq Technology Company.
  • Secured the organization’s headquarters against fire and theft with Al-Baraka Insurance Company.
  • Moved the organization’s headquarters from a co-working space to an independent office located in Bab Ben Ghashir, equipped with the highest standards of digital safety and remote-controlled smart devices.
  • Approved the organizational structure within the organization.
  • Established work units: Career Development Unit, IT Unit, and Policy Unit.
  • Approved administrative, financial, membership, HR, projects, employment, and rewards regulations.
  • Approved training and development programs for employees and members (Microsoft 365, CMS, Kaspersky).
  • Updated the internal system to version 1.4.
  • Closed the final accounts for 2023 in late January 2024.
  • Implemented the Technology Forum Project.
  • Participated in forming the Internet Society Libya Chapter (isoc.org.ly).

Memberships Obtained

  • Joined the Arab Network for NGOs (ANFGO).
  • Membership in the Founding Council of IPv6 in Libya, December 2023.

Reports Prepared or Contributed To

  • Tunis Conference report on information security and cybersecurity, invited by the General Authority for Communications and IT, supported by the British Embassy and Oxford University.
  • Report on the Internet Governance Forum (IGF 2023) in Kyoto, Japan, supported and funded by the Libyan Organization for ICT and invited by the United Nations.
  • Report on technical observations of the National Digital Transformation Strategy 2023–2030.
  • Report on the status, errors, and problems of the telecommunications sector submitted to regulatory authorities in August 2023.

Strategic Support for Civil Society Organizations

  • Provided support to the Libyan Legal Complex through discussions and assistance.
  • Supported Tamzin Charity Association with devices and equipment for technical support.
  • Provided financial and moral support to the Google Developers Community in Libya during DevFest (December 2023) and the National Day event.
  • Contributed to the establishment of the Internet Society – Libya, sponsoring the founding ceremony at the Planetarium on 27/December/2023.

Social Responsibility

  • Activated Google Workspace for Education for Al-Maali School, provided by Google and Al-Ankaboot Al-Libi Company.
  • Supported Tamzin Charity Association with devices and equipment for technical support.

Project-Level Achievements

Technology Forum Project

  • First dialogue session (18/February/2023) titled Obstacles Facing Tech Companies in Libya at Eidhah Center.
  • Second dialogue session (March 2023) titled Information Security Centers in Libya at Dar Al-Nuweiji.

Information Security Center Project

  • Implemented the National Day for the third consecutive year (2023).
  • Implemented the annual Developers Summit (second edition, 2023).

Microsoft 365 Project

  • Managed Microsoft services for: Libyan ICT Organization, Vision for Astronomy, Water for Democratic Transformation, BIT Innovation Organization, Free Fields Foundation, and Edama Organization.
  • Obtained Microsoft licenses for the Libyan Legal Complex.

Activities Participated In

  • Reviewed the General Authority for Communications and IT’s Telecom Sector Strategy 2024–2027 with Makman Company (26/February/2023).
  • Radio interview on DoFM’s DoBus program introducing the organization’s activities (27/February/2023).
  • Participated in NGO Expo 2 (17–18/November/2023).

Government-Related Activities

  • Attended the General Information Authority meeting to launch the National Guide for Government Data, National Policy for Government Data Governance, and the Government Digital Transformation Strategy (06/March/2023).

  • Network and internet setup at the new headquarters from Al-Hadatha Telecom and IT Company.
  • Smart office devices (sockets, lighting, voice/electronic responders) from Riwaq Company.
  • Electrical office equipment from Homer Company worth 1,000 LYD.
  • Support from Al-Ankaboot Al-Libi Company: domain renewals, various websites for projects, hosting, paid Google account, cybersecurity course worth 101,827 LYD.
  • Office with 12 desks, reception, meeting room, and services from Al-Itqan Legal Consulting Company.
  • 75-inch screen from Orange Company.

Unconditional Financial Support Received

  • Masarat Company: 45,000 LYD.
