Executive Summary
The year 2025 represents a pivotal milestone in the journey of the Libyan Technology Institution, a year that can be described as one of “resilience and expansion.” The institution succeeded in transforming national challenges into real opportunities for innovation, by building a comprehensive digital architecture that connects the state, society, and technology according to the highest professional and institutional standards.
The institution laid solid foundations to ensure institutional sustainability and financial integrity through comprehensive organizational development, which included restructuring executive units, issuing modern remote work policies, documenting procedures, and combating corruption. It also contributed pioneering technical expertise in preparing the National Artificial Intelligence Program, and documented its financial discipline for five consecutive years, culminating in its registration in the European Union Transparency Register.
On the national level, the institution strengthened its societal and technical presence by building strong bridges across different regions of Libya. This was achieved through organizing the National Day of Information Technology as the largest simultaneous technical event in 18 Libyan cities, with the participation of more than 27 sovereign and technical entities. It enriched knowledge content by contributing to the issuance of the first edition of the “Digital Compass” magazine, the first Libyan periodical specialized in Internet laws, in cooperation with the Department for Combating Cybercrime at the Criminal Investigation Agency. It also expanded strategic partnerships with the Audit Bureau, the Telecommunications Holding Company, and the Government Communication Center, contributing to unifying national visions for digital transformation.
This trajectory was crowned by focusing on protecting cyberspace and investing in human capital, through supporting sovereignty and cybersecurity efforts with pioneering initiatives such as launching the First Cybersecurity Forum in cooperation with the General Authority for Information Security and Safety. In addition, more than 120 school students were educated on basic digital skills for online safety under the NextGen initiative, alongside implementing the Professional Training Program, which attracted and trained a select group of young talents from among more than 2,500 applicants, preparing them to enter the labor market with high technical and practical readiness.
Through this approach, the Libyan Technology Institution affirms today that it is not merely building digital systems, but rather constructing a comprehensive national edifice that bridges the gap between the state, civil society, and the private sector. Amidst a volatile environment and security and financial challenges that cast their shadows over the Libyan scene, the institution refused to be anything but the rock upon which obstacles are shattered, and the beacon that guides the country’s technological compass.

- National Day of Information Technology: At a time when hearts were anxious and security conditions grew more complex, the institution pressed forward with unwavering determination to execute this massive event. By the grace of God, the flag of technology was raised simultaneously in 18 Libyan cities, in a national epic that proved the Libyans’ passion for progress is stronger than any circumstance.
- New Horizons of Specialization: This year witnessed qualitative leaps in knowledge and technical content, as we launched for the first time the Cybersecurity Forum and the Information Governance Forum, laying the first building blocks for legislation and a secure digital environment. We also invested in future generations through the NextGen Project, which represents a bridge for Libyan youth toward the technologies of tomorrow.
- Cross-border Partnerships: We did not settle for local success, but confidently stepped into the global arena. The year 2025 was the year our partnerships were strengthened with major international institutions such as Wikimedia and the Internet Society, and we crowned our efforts in governance and integrity by registering in the European Union Transparency Register, affirming that our institution is managed according to the highest international standards.

- Strengthening Institutional Dialogue in the Telecommunications Sector: During 2025, the Libyan Technology Institution contributed to establishing constructive dialogue between official and labor parties, enhancing transparency and institutional integration, and supporting regulatory stability in the sector. This role culminated in backing a reform path that led to the issuance of Decision No. (29) of 2025 by the Board of Directors of the Holding Company, suspending Decision (25) and forming a neutral technical committee for review, as a practical embodiment of the participatory approach adopted by the institution since the beginning of the crisis.

In an official endorsement considered a medal of honor for the institution, the Authority confirmed that the Libyan Technology Institution is “one of the leading and specialized national organizations” that played a pivotal role in building a technologically aware society. The Authority praised the institution’s outstanding ability to develop digital skills and promote a culture of innovation through professional and awareness programs that effectively supported national digital transformation pathways with competence and responsibility.
Government Communication Center – Prime Minister’s Office
The Center stated that the institution demonstrated “distinguished institutional presence and effective influence,” with strict professional commitment to national and international standards. The institution was commended for its technical advisory role in preparing the National Artificial Intelligence Program and drafting the regulatory frameworks governing government digital platforms (Decision No. 858 of 2024), which contributed to unifying official media discourse and raising the level of digital governance in Libya.
Civil Society Commission
As the regulatory authority over organizations, the Commission classified the institution as one of the “most prominent specialized national organizations,” praising its success in building a professional cadre of more than 120 experts and engineers who positively influenced various work sectors. The Commission expressed pride in the institution’s absolute financial transparency, which culminated in its registration in the European Union Transparency Register, thereby strengthening trust among local and international stakeholders.
National Authority for Information Security and Safety (NISSA)
The Authority expressed pride in its partnership with the institution, granting it the first national compliance certificate for information security and safety policies in 2024. The Authority confirmed that the institution was not merely a participant, but a driving force behind the success of the National Day of Information Technology and the Cybersecurity Forum, contributing effectively to protecting critical infrastructure and enhancing the reliability of electronic transactions in Libya.
Najmuddin Office for Accounting and Legal Auditing
After five consecutive years of auditing (2020–2025), the external auditor testified that the institution’s team operates at a high level of “financial discipline and absolute integrity.” He confirmed that the institution possesses exceptional ability to apply international professional standards, making its financial statements reflect an institutional reality characterized by efficiency and clarity, which led to their acceptance on international platforms.
Libya National Channel
As the official state channel, the Libya National Channel praised the professional and institutional role of the institution in supporting the channel by providing specialized technical consultations and contributing to the development of its technical and administrative environment to meet the requirements of modern media and digital transformation. The channel also valued the institution’s efforts in raising technological awareness among Libyan society and promoting the safe use of technologies.
Al-Itqan International Company for Legal Services and Consulting
Al-Itqan praised its professional cooperation journey with the institution, affirming its effective role in enhancing legal compliance and institutional performance governance. The office noted that the institution demonstrated exceptional commitment to the applicable Libyan legislations through meticulous review of contracts, agreements, and memoranda of understanding, in addition to its pioneering role in analyzing and reviewing the Cybercrime Law and providing the necessary legal recommendations to support initiatives. The company also emphasized the high level of professionalism and transparency it observed in the institution’s team, which contributed to achieving legal stability in its operations, describing it as a national institution that operates within a framework that respects the law and promotes the principles of good governance in the fields of digital transformation.

National Day of Information Technology
We were determined to implement it on its scheduled date despite the security and political circumstances our country is going through. Despite the challenges and looming risks, the institution proved that the will to build is stronger than the obstacles of reality, and the event was carried out with resounding success that exceeded expectations.

The Developers Summit, in its fourth edition in 2025, represented one of the cornerstone events of the National Day of Information Technology. The summit was not just an ordinary technical gathering, but rather a practical space for programmers and digital solution creators to meet, exchange experiences, and discuss the challenges of the local labor market.

In a strategic step that was the first of its kind, the Libyan Technology Institution launched in 2025 the first edition of the Information Governance Forum; an event that marked a turning point in the history of Libya’s technology sector, successfully building bridges of communication and bringing together all components of the technological landscape under one roof.
We managed to create a comprehensive national platform that gathered stakeholders from the public sector, private sector, and civil society organizations, sitting at one dialogue table aimed at formulating a shared vision for the future of communications and information technology in Libya.

Cybersecurity Forum
In light of the growing challenges imposed by the digital world, the Libyan Technology Institution, in strategic cooperation with the General Authority for Information Security and Safety, launched the first edition of the Cybersecurity Forum. This forum served as a vital platform that brought together seasoned national expertise and passionate youth in a deep technical dialogue aimed at building a strong digital defense line for Libya.

- Empowering Women in Cybersecurity: The forum witnessed an exceptional event with the first meeting of members of the Libyan branch of the Women in Cybersecurity Middle East (WiCSME) association, reflecting the institution’s commitment to supporting female professionals in this critical field.

As part of its strategy to build national capacities and protect vital institutions, the Libyan Technology Institution implemented in July 2025 a specialized training and awareness program for employees of Sarir Oil Services Company.
The program, which lasted six intensive training days, targeted various job levels and departments within the company to ensure comprehensive digital awareness across the work environment.

Professional Training Program
The Professional Training Program is one of the strategic pillars of the Libyan Technology Institution, aiming to bridge the gap between academic outputs and the requirements of the technology labor market. The program focuses on empowering fresh graduates and soon-to-graduate students through an intensive training journey that combines theoretical knowledge with deep field application.
This year witnessed unprecedented demand, reflecting the program’s prestigious standing in the technology community, as the institution received more than 2,500 applications, from which 10 outstanding trainees were selected to participate in the two editions of the program.
In each edition, more than 20 specialized workshops were conducted under the supervision of elite experts inside and outside the institution, covering diverse topics such as CV writing, software development, information security, project management, and soft skills.
Trainees also engaged in real projects within the institution, placing them in front of real-world work environment challenges and enhancing their problem-solving capabilities.

The institution embodied its role as a technical partner for the General Movement of Scouts and Guides through a series of initiatives:
- Digital Transformation Support: Sponsoring the Scouts’ Digital Transformation Forum and providing technical consultations to review and develop their website.
- International Representation: Sponsoring the Scouts’ participation in the Digital Transformation Forum in the UAE, enhancing international knowledge exchange.
- Capacity Building: Delivering specialized training courses to the Scouts’ team to raise their technical competencies.

Conclusion
At the end of this annual report, we recall the journey of 2025, which was not merely a passing milestone but a true test of strength and determination—a year in which we inscribed with resolve the motto of “Resilience and Expansion.” The Libyan Technology Institution proved it is not just a technical organization, but a national movement capable of transforming complex security and political challenges into real opportunities for construction and innovation, overcoming all obstacles to raise the flag of technology simultaneously in 18 Libyan cities during the National Day of Information Technology.
The year 2025 was a year of institutional maturity par excellence; we transitioned from the stage of establishment and expansion to the stage of institutionalization and sound governance. Through reviewing and revising the 2025–2030 strategy, and restructuring the statute to ensure clear separation between strategic and executive authorities, we laid the foundation for an institution “beyond individuals,” managed according to international standards. We also strengthened our financial and administrative transparency by registering in the European Union Transparency Register and complying with the RFI-QUANTUM international model.
On the level of internal digital transformation and societal impact, we achieved:
- Digital Governance Revolution: Successfully initiating the migration of institutional operations to the centralized SharePoint system to ensure file governance and data accessibility, addressing the challenge of “file decentralization.”
- Empowering Future Generations: Investing in national talent through the Professional Training Program, which attracted thousands of applicants, and the NextGen initiative, which safeguarded the minds of more than 120 children and parents against cyber risks.
- Legislative and Consulting Leadership: Establishing the institution as a national house of expertise by contributing to drafting vital laws such as the Cybercrime Law, and providing strategic consultations to sovereign entities such as the Audit Bureau and the Central Bank of Libya.
The successes achieved this year in the Cybersecurity Forum and the Information Governance Forum would not have been possible without mutual trust with our partners and the integrated efforts of our team, working as synchronized golden gears. With recognition from legal auditing offices and national authorities, the institution today enjoys a high level of financial discipline and absolute integrity.
