Introduction
We are pleased to present the annual report for 2024 of the Libyan Technology Institution, which reviews our efforts and achievements during the past year and reflects our commitment to supporting digital transformation and enhancing technological innovation in Libya.
The year 2024 witnessed many milestones that contributed to achieving our vision of building a sustainable and prosperous digital society. We focused our efforts on improving our technical services, strengthening local and international partnerships, and providing solutions that help institutions keep pace with technological developments.
We faced challenges with a spirit of cooperation and creativity, and through them we achieved tangible progress in our projects and strategic programs. We are proud of our distinguished team and our partners who contributed to these achievements, and we look forward to continuing our journey toward a better digital future.
This report provides a comprehensive overview of our institutional performance, including key achievements, challenges faced, and future plans. It also reflects our commitment to transparency and credibility in all aspects of our work.
Chairman’s Statement
With pride and honor, we celebrate today the issuance of the institution’s annual report for 2024. This report is not just a document containing numbers and achievements, but a rich record that tells the story of a full year of challenges and accomplishments, of determination and work, of hope and commitment.
It is a living testimony to what can be achieved when willpower meets action, and when vision aligns with planning. This year witnessed continued efforts to enhance digital transformation in Libya and enable local institutions to rely on modern and secure technologies.
We expanded our partnerships with both the public and private sectors, provided innovative technical consultations, and trained new generations of talents capable of leading Libya toward a brighter future. These efforts would not have been possible without the dedication of our distinguished team.
The annual report also reflects the strength of the partnerships we have built over the years. These partnerships, local and international, resulted in initiatives and projects that had a tangible impact on society and institutions.
Although we achieved significant accomplishments, we recognize that the journey is still long and full of opportunities and responsibilities. We must remain faithful to our vision and values, and continue working diligently to achieve more goals.
Technology is not just tools—it is a means to change people’s lives and improve their communities. I extend my deep gratitude to every individual who contributed to the institution’s success this year: team members, partners, supporters, and all who believed in our mission.
I also thank our critics, for their attempts to weaken us were one of the reasons for our strength and resilience.
Key Achievements of 2024
- Renewal of the institution’s identity and change of name from “Libyan Organization for Information and Communication Technology” to “Libyan Technology Institution”, reflecting the new vision and focus on innovation.
- Obtained the first national compliance certificate in Libya for information security policies from the General Authority for Information Security and Safety.
- Obtained the first cyber risk insurance certificate in Libya from Al-Baraka Insurance Company (Certificate No. 000001).
- Registered and documented intellectual property rights for the Acceptable Use Policy of MS365 programs with the Ministry of Culture and Knowledge Development.
- Officially joined the PKI Consortium, a global coalition of leading institutions in public key infrastructure.
- Obtained a tax exemption certificate from the Tax Authority.
Institutional Development
- Compliance certificate for information security policies after three months of continuous work and training.
- Cyber risk insurance certificate from Al-Baraka Insurance Company.
- Adoption of policies and regulations in cooperation with Makman Company, published online in editable format, including:
- Volunteering policies and regulations.
- Publishing policy.
- Overtime regulation.
- Document retention and destruction policy.
- Internal audit procedures.
- Financial resource development and rewards system.
- Reporting and supervision regulation.
- Conflict of interest policy.
- Code of conduct and ethics charter.
- Complete rebranding: new logo, updated colors and fonts, redesigned marketing and digital materials.
- Staff increased to 4 employees (compared to 2 last year).
- Cybersecurity awareness training (Kaspersky).
- Developed an internal site with essential files and policies for onboarding.
- Documented all institutional processes via Microsoft Loop.
Digital Development
- Website developed in Arabic and English, with SEO improvements and accessibility support.
- Began developing Copilot agents to automate repetitive processes.
- Enhanced digital infrastructure: email accounts organized, server performance reviewed, data flows optimized.
Correspondence and Initiatives
- Submitted amendments to the Cybercrime Law No. 5 (2022) to the Libyan Parliament.
- Prepared about 98 technical reports for government, service, and commercial institutions.
- Submitted social notes on national domain regulation to the General Authority for Communications.
Activities
- Launched the Volunteer Network of the Libyan Technology Institution.
- Awareness lecture for Scouts.
- Lecture with the National Program for Small and Medium Enterprises.
Services Provided
- Developed governance guidelines for digital media platforms for government institutions, submitted to the Council of Ministers.
- Launched the Acceptable Use Policy for MS365, after 22 months of work.
- Supported the establishment of the Libyan Project Management Association.
- Hosted and supported 6 graduation projects (2 Master’s, 4 Bachelor’s).
- Provided training to the Libyan Audit Bureau in:
- Cybersecurity auditing.
- Electronic banking services.
- Cloud computing.
- IT legislation and standards.
Major Projects
National Day of Information Technology
For the third consecutive year, the National Day of Information Technology was celebrated across all regions of Libya. This day was designated as a national occasion to celebrate technology throughout the country. The National Day aims to support digital transformation and promote technological awareness.
The event targeted specialists, engineers, experts, hobbyists in the field of technology, as well as companies, institutions, and organizations. Through this celebration, we sought to create opportunities for cooperation and networking, and to present ourselves in a respectable manner before neighboring countries and the world.

- Technology Legislation Sessions

- Mini Technology Exhibition
- Tech Leaders Forum
- Fintech City
- Salamat Libya
- Developers Summit
Internship program
The Professional Training Program, in its three editions, achieved remarkable success according to the trainees’ testimonials. The primary goal of the program is to enable trainees to acquire practical skills necessary to integrate into the labor market and achieve professional success in these rapidly evolving fields. The workshops varied, starting from personal skills, through digital policies, and concluding with technology management, among other topics.
Details and Achievemen
Challenges Faced:
- Attracting trainees from across Libya, despite the program being held only in Tripoli. Around 1,000 applicants were received, and a professional selection process was conducted according to set criteria.
- About 30 interviews were conducted across the three editions, reflecting the significant effort in the selection process.
- Training a hearing-impaired trainee, which was a new and unique experience for the institution. The program was adapted to suit his needs and ensure effective communication.
Spaces Project
In cooperation with the Internet Society – Libya, a project was launched aiming to hold monthly sessions that bring together experts to discuss technical issues and Internet-related problems in Libya. The purpose of this project is to raise technological awareness and share knowledge. The average attendance at these sessions was about 50 participants, including students, experts, and individuals interested in the field.
Four sessions were held this year with groups of experts, covering the following topics:
- Discussion of the draft by the General Authority for Communications and Information Technology regarding the national top-level domain ccTLD .ly
- Digital Policies
- Open Source and Digital Transformation
- Financial Technology (Fintech)
Open Source Software Day
The Open Source Software Day was held on Saturday, December 28, 2024, at the New Eidhah Center in the University District – Tripoli. The event witnessed a distinguished attendance of more than 50 participants, including enthusiasts, specialists, lecturers, and volunteers from the open-source community.

Wiki Libya
The Libyan Technology Institution played a pivotal role in launching and supporting the Wiki Libya Community, serving as the main financial sponsor of this project since its inception. The community’s goal is to document Libyan knowledge and preserve the country’s cultural and historical heritage, while promoting open access to information and knowledge.
Through this support, the Wiki Libya Community was able to implement numerous initiatives and activities aimed at enriching Libyan and Arab digital content across various Wiki platforms. Among these activities were:
- Maghreb Environment Contest
- Seminar on Knowledge and Sustainability
- Small Editors Initiative
- Trainer Preparation Course
- Wiki Loves Earth Contest
- Training for Beginners and Advanced Users on WikiData
- WikiSource Training Workshop
Partnerships and Agreements
The institution signed a number of strategic agreements with various entities to contribute to supporting its vision, including:
- Internet Society – Libya.
- Libyan Academy for Communications and IT.
- International Appraiser Company.

- Association of Judicial Members.
- Human Rights Organization for Constitutional Justice.
Participation
- Libya International ICT Expo (TAQNYA).

- Employment Forum at New Eidhah Center.
Conclusion
