Introduction about the Foundation

LTF is a non-profit Foundation, registered by the Civil Society Commission, and was established on the twenty-fifth of August 2020.  

The foundation was established for noble purposes, which were to spread technical awareness, support the development of the communications and information technology sector in Libya, and advance institutional and societal digital transformation. To this end, it exploits all local resources, capabilities, and Libyan competencies, to build a better society, and enable the Libyan citizen to benefit from services. Modern and renewable digital, keeping pace with the rapid development in the world of technology.  

The foundation is doing its best to bring viewpoints closer together and bridge the gap between citizens, Libyan telecommunications companies and legislative bodies in the country, by reviewing legal texts and materials, technical decisions and policies, and presenting proposals and drafts that suit the Libyan situation.  

The foundation’s motto is (Technical Awareness for All), so it intensifies our efforts aimed at contributing to the technical, scientific, awareness, educational, research, and information technology fields and communications, to be proactive and creative in everything that would improve and facilitate the lives of Libyans through technology.

Approval of the National Technology Day proposal by the Government of National Unity

Based on a proposal submitted by the “Libyan Organization for Information Technology” to the Government of National Unity in mid-April 2021, to designate June 1st as a national day and celebration for information technology across Libya, it was approved by Decision No. 79 of 2021. Various activities related to this occasion will be organized during National Information Technology Day to raise awareness of the potential benefits that technology and other information and communication technologies can offer to various communities and economies, and the ways to bridge the digital divide.

Foundation Bodies


Board of Trustees

The Board of Trustees is the highest governing body of the foundation, responsible for setting the general policy and strategic plans, as well as amending the bylaws. It also selects the Chairman of the Board and the members of the Board of Directors. Additionally, the Board of Trustees is tasked with reviewing performance reports and financial statements, approving the annual budget, and appointing an auditor. The Board has the right to oversee the work of the Board of Directors, hold it accountable, approve the establishment of branches, or dissolve the foundation in accordance with the laws.

Board of Directors

The Board of Directors is the executive body of the foundation, endowed with the powers granted by its bylaws and those delegated by the Board of Trustees.

The Board of Directors is responsible for establishing general policies to achieve the foundation’s objectives, managing daily activities and affairs, and raising and disbursing funds according to financial regulations. It also forms specialized committees, prepares plans, budgets, and reports, and reviews membership applications. The Board is in charge of preparing for Board of Trustees meetings, determining employee compensation, entering into contracts, attending events, and organizing elections. Additionally, it reviews branch opening requests, signs cooperation agreements, manages the institution’s investments, and implements projects that fulfill the foundation’s goals.

Chairman of the Board of Directors

The Chairman of the Board of Directors is responsible for overseeing, managing, and monitoring the work of the Board and its departments, and representing the institution before all entities. The Chairman supervises administrative and financial activities, prepares for board meetings, and signs correspondence and contracts. They preside over meetings, act as a liaison between the foundation’s members, and issue task assignments. Additionally, the Chairman handles membership applications, proposes the appointment of a CEO, oversees employees, and ensures the execution of the Board’s tasks and the directives of the Chairman of the Board of Trustees.

Employees

The staff at the Libyan Technology Foundation (LTF) form the core team responsible for carrying out daily administrative and operational tasks. The team consists of six members, each assigned a specific role in managing daily activities, such as coordinating between teams, monitoring projects, and preparing reports. The staff ensure the implementation of plans and adherence to approved procedures and policies. They also contribute to improving internal processes and ensuring operational efficiency. Additionally, they support the Chairman of the institution and facilitate communication with other members of the foundation.

Experts

Experts at the Libyan Technology Foundation (LTF) are a group of 70 specialists who provide technical knowledge and support for the foundation’s projects. They offer technical consultations, analyze technical issues, and develop appropriate solutions to achieve project goals. They contribute to designing and implementing advanced technology and provide training and guidance to staff and volunteers. They work closely with other teams to ensure the quality and effectiveness of projects. Their role is crucial in driving innovation and applying best practices in technical fields.

Volunteers

Volunteers at the Libyan Technology Foundation (LTF) form a large group of over 100 individuals who contribute to supporting activities and projects on a voluntary basis. They perform various tasks such as organizing events, assisting in project implementation, and providing expertise in their fields. They contribute to achieving the foundation’s goals through active participation in daily activities and providing necessary support to teams. They work alongside staff and experts to expand the scope of work and improve outcomes. Their role is vital in strengthening the community and supporting technical initiatives within the foundation.

Funding Sources


The Libyan Tech Foundation (LTF) is a non-profit civil society organization. To enable it to achieve its objectives, it relies on a diverse range of funding sources.

Public Sector Support

Government support plays an important role in financing the Libyan Technology Foundation (LTF). This support can be categorized into several types:

In-Kind Support:

  • Provision of technological equipment and devices, such as computers, servers, and software.
  • Enhances the operational and technical capabilities of the foundation.

Financial Support:

  • Project Sponsorship: Direct funding for projects and initiatives launched by the foundation.
  • Special Grants: Financial grants provided by companies to support specific programs or projects.

Conditional and Unconditional Support:

  • Conditional Support: Linked to achieving specific objectives and includes defined conditions and criteria.
  • Unconditional Support: Allows the institution greater flexibility in directing resources.
Private Sector Support

Strategic Partnerships:

  • Long-Term Collaboration: Establishing enduring partnerships with companies for knowledge exchange and joint project cooperation.
  • Project Sponsorship: Providing financial support for projects or initiatives executed by the foundation.

Resources and Services:

  • Discounted Services: Offering technological, consulting, or training services at reduced rates for the foundation.
  • Provision of Equipment or Technology: Supplying necessary equipment or technology to support the foundation’s projects.
Membership Fees

The Foundation has a unified membership system for all members, requiring individuals or companies to pay a fixed membership fee. These membership fees provide a sustainable source of funding, helping the Foundation  support its activities and develop its services. In return for the paid fees, the amount is set at a fixed rate to simplify the membership process and ensure financial stability for the foundation.

Fees for Services

The Foundation relies on providing specialized training and consulting services to clients from both government and private sectors. These services include offering advanced training programs in various fields and providing technical and managerial consultations tailored to the needs of each client. The fees are determined based on the scope and duration of the services provided and are collected as compensation for the services rendered by the foundation.
