The Libyan Technology Foundation commends the circular issued by the Cabinet of Ministers demanding government entities to utilize approved institutional email addresses for official correspondence, and reinforcing the implementation of the Prime Minister’s Decree No. (563) of 2021 regarding the adoption of the General Email Policy for Libyan Institutions.

The Foundation highlights that this policy was the fruit of technical and institutional efforts in which LTF actively participated during 2021. This stems from its vision to support digital transformation, strengthen digital governance, and elevate the security and reliability of official communications and correspondence within state institutions.

This recent circular represents a crucial step in transitioning from policy adoption to actual implementation and institutional compliance, particularly with the Information Technology Center tasked with monitoring entities’ level of compliance and the execution measures taken.

The Libyan Technology Foundation reaffirms its continued support for public entities and institutions in developing and applying institutional email policies, drafting guidelines and executive manuals, and building the necessary technical and organizational frameworks for implementation—contributing to a more efficient, secure, and reliable digital government environment.

From Policies to Implementation.. Toward More Efficient and Secure Digital Government Institutions.

Within the framework of strengthening cooperation and communication between the Audit Bureau and active civil society organizations, and expanding partnerships in areas of mutual interest, the Bureau discussed with the Libyan Technology Foundation the prospects of joint cooperation. This specifically includes the fields of technology, digital transformation, promoting transparency, supporting anti-corruption efforts, and developing mechanisms for cooperation and engagement with relevant entities and stakeholders.

The meeting reviewed the work and programs of the Libyan Technology Foundation, along with its efforts in employing technology and digital transformation to support the principles of transparency, governance, and accountability. It also highlighted the initiatives the Foundation is developing in collaboration with public institutions, civil society organizations, and stakeholders, which contribute to enhancing participation, exchanging knowledge and expertise, and leveraging modern technical solutions.

The discussion also emphasized the importance of involving stakeholders and relevant entities in initiatives related to transparency and digital transformation. Furthermore, it addressed developing cooperation frameworks that contribute to supporting Libyan institutions and enhancing their ability to utilize data and modern technologies to improve institutional and oversight performance.

Additionally, the meeting touched upon renewing the memorandum of cooperation signed between the Audit Bureau and the Libyan Technology Foundation. It explored expanding the areas of joint work to align with current priorities and benefiting from the expertise and capabilities of both sides in implementing programs and initiatives with a practical impact in the fields of technology, governance, and transparency.

Finally, emphasis was placed on the importance of continued coordination and communication, and working toward transforming these areas of cooperation into actionable and measurable programs and activities. This aims to enhance transparency and accountability, support anti-corruption efforts, contribute to developing the institutional work environment, and keep pace with the digital transformation journey in Libya.

Libyan Technology Foundation (LTF) has officially renewed its registration in the EU Transparency Register following the completion of its annual data update. The foundation continues to be accredited under the registration number: 63-070131099943-63.

The Transparency Register is one of the European Union’s leading official platforms, bringing together entities and organizations participating in dialogues on public policy. It aims to promote the principles of transparency, openness, and accountability in relations with EU institutions.

The continuation of the foundation’s registration underscores its commitment to operating in accordance with international best practices. It further strengthens its presence in digital transformation initiatives and dialogues, contributing to Libya’s representation in relevant regional and international discussions.

The foundation continues to monitor and engage with a number of European policies and legislations related to digital transformation, most notably:

• EU international digital cooperation initiatives, primarily Global Gateway and the Digital for Development (D4D Hub).

Furthermore, the LTF organizes initiatives and dialogues based on digital governance principles, including the Information Technology Governance Forum in Libya. Additionally, it develops multilingual knowledge and awareness resources in data protection, digital safety, and the responsible use of modern technologies.

This international presence is an extension of the foundation’s role in supporting digital transformation and building technical capacities in Libya through its various programs and initiatives.
